Every 021Shift engagement follows four phases in sequence. The sequence matters. You cannot co-develop an agentic system with a team that does not yet know how to think agentically. Capability comes first. Systems follow.

We ground your champions in agentic thinking and tooling before any organization-specific work begins. This is the shared baseline everything else builds on.

We work directly with a department head and their team on your actual technology stack, focused on a defined objective. Not generic AI training — preparation for building a real system.

Your trained team identifies which workflows to automate and, more importantly, where human judgment must govern the outcome. This is where NOJA takes shape inside your organization.

The NOJA Framework

NOJA: Nodes of Judgment Architecture

Modern AI systems collapse three distinct things into a single black box:

  • Prediction
  • Judgment
  • Execution

With this approach, models observe, decide, and act in one loop. When something goes wrong, you can't tell where:

  • Was the prediction bad?
  • Was the policy wrong?
  • Did a prompt contain hidden judgment no one approved?
  • Was the decision logic ever authorized at all?

NOJA is an open governance specification that pulls these functions apart and makes the human judgment inside an AI system visible, signed, and revisable.

The core aim is simple: machines can predict, recommend, and act, but they cannot be accountable.

People are accountable. NOJA makes that accountability concrete by attaching a signature — a named role's authorization of a specific policy, prompt, model version, and set of fallback rules — to every consequential decision a system makes.

A Judgment Node

Each signature carries a defined scope (when it applies) and a fallback (what happens when it's pulled or its conditions stop holding). That lets any organization answer three questions about any automated outcome:

  • Who authorized this?
  • What exactly did they authorize?
  • Can it be revised if it's wrong?

Someone learns to work with agentic AI while keeping their own accountability visible; their gains surface bottlenecks in their department; the department asks for more. Each step is validated by real results before the next is attempted, so adoption happens in months, not years. NOJA sits deliberately between regulation (NIST AI RMF, ISO 42001, the EU AI Act) and implementation tooling: it's a specification, not hand-wavy advice, and not another library to install.
